Charity Commission

The Charity Commission will give a regulatory overview to include:

  • General regulatory update including findings from significant reported cases
  • Themes and trends in the sector noted by the Commission including the importance of reporting ‘matters of material significance’ to the regulator
  • Items of trustee governance or financial guidance published since the last conference by the Commission

Peter Herbert, Insight Training

The preparation and scrutiny of charity accounts throws up many challenges for practitioners. This session will highlight many of the frequently asked questions and provide practical guidance on how to resolve them. Topics covered will include:

  • Tricky issues with income recognition and funds analysis
  • FAQs on not for profit structures and how to account for them
  • Common related party and trustee related disclosure issues
  • Recent updates to UK GAAP and other regulations relevant to charity accounts
  • Independent examination – why it’s on the radar for regulators and how to get the balance right

James Bannerman, Creative Change Agent

We are all aware that the boards of trustees we come into contact with have a diverse level of experience and this will mean that our conversations with them can vary a lot and need to reflect their level of knowledge and involvement.

James’s session will look at question and discussion skills and techniques we can use when dealing with different and diverse groups of trustees to ensure that we get our message across to them clearly and get the informed responses we need.


Jon Daley, Buzzacott

Charities continue to have a broad range of responsibilities and obligations in relation to direct taxes. In this session we will cover the key principles and updates including:

 Employment tax – determining employment status, new IR35 rules, payment of expenses to volunteers, termination payments

  • Charitable trading – commercial activities, sale and rental of property, fundraising events, use of trading subsidiaries
  • Corporation tax returns – dealing with notices from HMRC, disclosure requirements
  • Gift Aid – declarations, common errors, new guidance on waived loans and refunds
  • Creative industry reliefs and the latest developments
  • Other charitable reliefs including business rates and SDLT

Malcolm Greenbaum, Greenbaum Training and Consultancy Limited

This session will review any relevant recent changes to legislation and case law decisions affecting charities’ VAT affairs over the past two years that are new or are of continued importance.

We will discuss the VAT issues around property construction and rental that have arisen in practice in the recent past, and how to minimise any adverse effects of buying a property where the vendor has opted to tax.

We will also discuss the limited supplies of goods and services that charities can receive free of VAT, or at the reduced rate of 5% and remind delegates when their charities might be considered to be making taxable supplies, possibly requiring registration. 

VAT issues around fundraising events will also be addressed.


Andrew Paul, Baker Tilly International

Most of us who deal with charities on a regular basis will know our way around the key sections of the Charities SORP. But there will also be those sections at the back which we rarely look at but can be very important in certain circumstances.

Andrew’s session will look at some of those lesser thumbed chapters including those on Custodian Trusteeships, Social Investments and the suite of chapters looking at group structures and refresh our memories on the content.

Conference speakers


A speaker from the Charity Commission’s Accountancy Services Team will be speaking at the event. This team provides expert advisory support to regulatory cases, the development of Charity Commission policy and guidance, and also advises on the use by the Commission of charity financial data. Members of the team also provide technical secretariat support to the new SORP Engagement Strands that are part of the new SORP development process.

Peter qualified as a chartered accountant with KPMG. He worked for The Financial Training Company for 6 years, the last three as a senior manager in the London office, responsible for developing courses for corporate clients. Peter presents courses to accountancy firms, companies and financial institutions. Peter's areas of technical expertise are financial reporting, auditing and practice regulation. He also writes and delivers financial analysis and personal development programmes for a range of blue chip and private companies.


James Bannerman is a Creative Change Agent who combines creativity with psychology to help businesses innovate (Aston Martin, Disney, DLA Piper, Duracell, Eversheds, HSBC and many more). He also lectures on business ‘innovation, creativity, enterprise’ on the MBA programmes at Grenoble Ecole de Management and Warwick Business School (where he has twice been awarded the ‘Outstanding Teacher Award’), and on business leadership at Oxford Brookes University where he is in the final stages of his PhD on the impact of lateral thinking upon organisational performance.
James is trained in clinical psychotherapy, and has an M.A.Hons from Edinburgh University in English Literature. More recently, James Bannerman authored 2 best-selling books - Genius! and Business Genius! - that have gone on to be translated into multiple languages around the world from Italian to Japanese.

Jon is an Associate Tax Director at Buzzacott where he has worked for 12 years specialising in the charity and the not for profit sector. Jon regularly assists clients with charitable company and trust tax returns, property transactions, charitable trading and structuring business activities, Gift Aid and other tax efficient giving, employment tax, mutual trading, theatre tax relief and other creative industry reliefs.
In addition, Jon regularly writes updates and commentary on tax developments relevant to the charity sector and also hosts a wide range of seminars to various charity groups. Jon is a qualified Chartered Accountant and Chartered Tax Adviser. 

Awarded an MBE for services to arts-based businesses in 2012, Dr. Nick Owen is currently CEO of The Mighty Creatives, recognised by the Arts Council of England as one of its 10 national ‘Bridge/Sector Support’ Organisations. Major strategic achievements include:
  • Leading the charity through a sustained period of organisational change since 2016 due to the leadership, reputational, financial and structural challenges the charity faced.
  • Leading the charity through the Covid-19 crisis by responding to the challenges cultural and education sectors are facing by re-investing, re-structuring and re-planning programmes in partnership with major investors and stakeholders e.g. Arts Council England and Children in Need.
  • Leading the strategic development of a new programme (‘Splash!) of disability artist engagement and performance led by lead artists, Diverse City/Extraordinary Bodies, which has taken place since 2018 securing £553,000 from Arts Council England as a Strategic Regional Touring grant in partnership with a consortium of regional and national cultural partners.

Malcolm was previously Director of Finance and Taxation Programmes at BPP Professional Education and has delivered IFRS, US GAAP, UK Tax and VAT training to a multitude of organisations world-wide since 1992. \He has particular experience in delivering bespoke training programmes to multi-nationals in the financial services, transport and energy sectors as well as delivering UK tax and VAT update programmes to accounting and law firms.He is passionate about training and his enthusiasm ensures that the participants enjoy the learning experience whilst gaining knowledge through their engagement in the sessions and through encouraging them to ask questions and discuss practical issues they may have.


Andrew has extensive experience working in the Charity sector.  He has been a Finance Manager with Compassion UK, a volunteer finance capacity builder with Partners In Health in Rwanda, sits on several Charity trustee boards, is an Independent Examiner for a number of Charities and until early 2022 worked as part of the Mercia Audit and Accounts technical team with a specialism in accounting and auditing for Charities.  He is a regular speaker at charity events and has written on charities scrutiny for ICAEW publications.  He has a reputation for making technical content practical and interesting.
